In this article, we will talk about how to fix an issue that you can encounter starting with Photoshop 22.4. You can no longer save files in other formats, other than the Default Photoshop one.
The official response from Adobe is pretty much making users even more upset:
“Hi, Since the update to v22.4, if your file contains items that are not supported in your required format (e.g. layers or 16 bits/channel) then the file format is moved to the Save a Copy menu. This was driven by changes in the Mac Operating System, although the changes are applied to both Mac and Windows versions to keep them aligned. It makes a lot of sense. If all content is supported, Save As, if the document has content that is not supported and will therefore be lost, Save a Copy. https://helpx.adobe.com/photoshop/using/whats-new.html…”

How to fix
An actual fix for this problem is to click on Edit and then on Preferences.
Click on File Handling and under File Saving Options, click on Enable legacy “Save As”.

Have have my legacy checked and still don’t get the option for jpeg : (
For me it worked when i merged all layers! Then i could save with more options
